Conditions: 

1. Your site must be indexed by Google
2. Must not be pornographic, hateful, stupid looking, or a horrible design
3. It must contain a links page with no more than 25 links on it.
4. It must not be a link farm
5. It must not have a robots.txt file or other methods blocking your links page from being indexed.
6. You must have a page rank (Google) of higher than 3.
7. Your links page must be accessable via your home page.
